The push to integrate disabled and non-disabled students can be traced back to 1975 when Congress enacted the Individuals with Disabilities Education Act.

While the law largely focused on ensuring that disabled students would be allowed access to education, it included a provision stipulating that students be placed in the least restrictive environment, meaning that, when possible, disabled children would be educated with non-disabled peers.
